We are looking for:

National Political Officer

Under the direct supervision of the Head of the Office of Political Affairs, the incumbent will be performing the following functions:

• Contributing to report drafting and in the preparation of written material for various audiences, including, but not limited to: The OSCE Secretariat, the Office of the Special Representative of the Secretary-General and other UN partners, such as daily, weekly, quarterly, background and spot reports; Policy papers for distribution within UNMIK and to other international organizations working within Kosovo, as required by the OMiK mandate; Speeches for the Head of Mission and Deputy Head of Mission; Other documentation as required
• Advising Head of the Office of Political Affairs on political developments and political landscape within Kosovo: Participating in meetings with representatives from political parties and administrative structures and discussions with members of other focus groups and international community; Performing research on substantive topics (such as social, political and administrative issues) to be discussed at meetings; Monitoring media and political debates and informing the supervisor about relevant developments within the programmatic priorities of the team
• Performing research and compiling background material on the major topics related to the OSCE mandate and/or organizing consultative forums to discuss societal, political and practical issues
• Performing other duties as required

Requirements:

• First-level university degree in Political Science or Social Science, or related field. Advanced education/certified training course in a relevant field desirable
• Excellent spoken and written English, including drafting ability; excellent knowledge of Albanian and Serbian is essential.  Knowledge of additional local languages (Bosnian, Roma, Gorani or Turkish) would be an asset
• Four years working experience with political structures, government and/or international organizations; it would be advantageous that some of the working experience should have been acquired in an international organization or a mission environment
• Ability to analyze and interpret research data and to present findings and conclusions in a form suitable for use by inter-governmental organizations
• Ease of communication with representatives or members of various administrative structures and political parties; ability to formulate their concerns and other reports in a concise manner and accurately represent the views of a variety of interlocutors on a particular subject in a briefing memo or policy paper
• Administrative skills to organize meetings, conferences and seminars
• Ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity
• Valid driver's license. Ability to drive standard mission vehicles
• PC literate; e-mail, Internet or equivalent software programs

We offer:

• Monthly remuneration, subject to social security deductions is 1,406.17 Euro/month. Social benefits will include participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
